Become an Adult Helper

There have been recent legislative changes surrounding the Working With Children Check (WWCC).

According to the new legislation, all Adults who volunteer on overnight camps are now required to hold a WWCC. In Scouts NSW, this applies to parents and guardians of Youth Members who provide assistance and attend overnight Scouting activities with their children.

To comply with the legislative changes, all adults attending overnight activities (including parents and guardians) are required to:

1. Obtain a WWCC; and
2. Complete an Adult Helper Application Form (A2).

Timing and Implementation of the Changes


We understand that this change in process will take some time to implement.

Until 31 December 2018 – this process will be a recommended practice for all adults in Scouts NSW.
From 1 January 2019 – this process will be a required practice for all adults in Scouts NSW.

We recommend that all adults in Scouting who attend overnight camps or activities begin the process of obtaining their WWCC and filling out an online A2 form as soon as possible in order to achieve compliance by January 2019.

FAQs for Volunteers

A summary of the main legislative changes affecting Scouts NSW are listed below:

  • All adults who volunteer on overnight camps are now required to hold a WWCC.
  • Anyone who holds a WWCC is now legally required to update their contact details, including any name or address changes, within three months of that change.

All adults attending overnight activities (including parents and guardians) are required to:

  1. Obtain a WWCC; and

Yes if you are:

  • A parent or guardian who attends overnight Scout camps and activities with your child.
  • An adult who attends any overnight Scout camp or activity.

If you hold a valid Working With Children Check, you do not need to apply for a new one. You may use your WWCC number on the A2 form.  Please apply to be an Adult Helper by following the steps below:

  1. Fill in the online Adult Helper Application Form (A2).
  2. Once complete, email the PDF copy of your A2 form to your Group Leader.
  1. Apply for your WWCC online at https://wwccheck.ccyp.nsw.gov.au/Applicants/Application.
  2. Fill in the online form ensuring the name you enter matches your identity document exactly. When you finish filling in the online form, you will be given an Application Number (APP Number).
  3. Visit a Service NSW centre or motor registry to present your APP Number and identity document.
  4. Wait to receive your WWCC number and expiry date.

Once you receive your Working With Children Check, fill in the online Adult Helper Application Form (A2). You will receive a PDF copy of your completed A2 form via email, which you must then email to your Group Leader.

If you hold a valid Working With Children Check you may use your WWCC number on the A2 form.  Please apply to be an Adult Helper by following the steps below:

  1. Fill in the online Adult Helper Application Form (A2).
  2. Once complete, email the PDF copy of your A2 form to your Group Leader.

The WWCC legislation allows you to participate in volunteer work while your WWCC application is being finalised. This means you are able to attend the overnight camp as long as you have a WWCC Application Number (APP Number). You can receive your WWCC Application Number by applying for your WWCC online at https://wwccheck.ccyp.nsw.gov.au/Applicants/Application.

Once you have your APP Number, fill in the online Adult Helper Application Form (A2). Make sure you enter your APP Number in the field specified. Once complete, email the PDF copy of your A2 form to your Group Leader.

Please note – you must complete the WWCC application process by visiting a Service NSW centre or motor registry within 7 days of attending the overnight camp.

Adults who fall within the category of A2 Adult Helpers are not required to undertake mandatory training.

FAQs for Group Leaders

All adults attending overnight activities (including parents and guardians) are required to apply for a WWCC and apply as a Scouts NSW Adult Helper by filling in an Adult Helper Application Form (A2).  Where the adult already has a valid WWCC number, this number can be entered on the form.

There have been recent legislative changes surrounding the Working With Children Check (WWCC) that are important for anyone who works or volunteers with children. According to the new legislation, all Adults who volunteer on overnight camps are now required to hold a WWCC.

This means that all adults attending overnight activities (including parents and guardians) who do not currently hold a WWCC will now be required to fill in an Adult Helper Application Form (A2).

The online Application for Adult Helper Form is simple to use:

  • Step 1: Hand out customisable flyers to adults/parents that will direct them to the Adult Helper Application Form (A2) on the Scouts NSW website.
  • Step 2: The adult/parent fills in the A2 online and receives a PDF version via email.
  • Step 3: The adult/parent forwards the PDF to the Scout Group’s email address listed on the flyer.
  • Step 4: The Group Leader endorses/approves the Adult Helper and sends the endorsed PDF form to the Region Office via email.

As a Group Leader, it is your responsibility to endorse the A2 form, and forward a copy to your Region Office before the commencement of the overnight Scout activity or camp.

As a Group Leader, you will need to endorse the form, and then forward it to your Region Office.

Please provide endorsement in your email to Region Office. For example, “On receipt of a cleared Police Records Check, I recommend this applicant for appointment as Adult Helper in 1st Scout Group. Yours in Scouting, Group Leader, 1st Scout Group.”

Scouts NSW has prepared customisable flyers for Group Leaders to hand out to adults/parents who need to apply for a WWCC and fill out an A2.

Simply use Adobe Acrobat or Microsoft Word to fill in the custom fields with your Group Name and Group email address. Then print out the flyer and distribute it to adults/parents!

  3. Once complete, email the PDF copy of their A2 form to their Group Leader.

The adult/parent must complete the WWCC application process by visiting a Service NSW centre or motor registry within 7 days of attending the overnight camp.

As a Group Leader, it is your responsibility to endorse the A2 form, and forward a copy to your Region Office before the commencement of the overnight Scout activity or camp.
