Proposed Revisions to WHS Procedures

Everyone has a right to be safe at work. Even as a volunteer, whenever you perform an activity that is defined as work, you are subject to the Work Health and Safety (WHS) Act.

In an effort to clarify our WHS processes and ensure we are all able to comply with our duty of care, Scouts NSW proposes a refresh of the existing WHS Procedures.

All members of Scouting are invited to view the proposed revisions and submit their comments by 20 October through an online feedback form for inclusion in the next revision.

Every form submitted will receive a semi-automated response at a later date, informing members of the action resulting from their feedback.

PRO14 WHS Responsibilities

Current procedure: PRO14 WHS Responsibilities

The proposed changes are:

  • Delete reference to 1) Audit and Risk Committee, 2) Health and Safety Committee and 3) State Commissioner – Risk Management
  • Add that Board of Directors may request that formation of other positions of committees to assist in WHS as required.
  • Describe responsibility for Head of Marketing and Communications.
  • Delete Appendix 1 – Governance Model
  • Delete Appendix 2 – Overview of WHS responsibilities

The proposed changes are:

  • Add requirement to determine any additional first aid training requirements eg remote work, psychological and existing medical conditions (as per First Aid Code of Practice). We were already doing this.

The proposed changes are:

  • Clarify that the document relates only to WHS-related training.
  • Add training requirements for Workstation ergonomics for employed staff
  • Add requirement for briefing on incident investigation / use of Folio for RC’s and /or their WHS delegates.
  • Delete Appendix 2- Example o WHS Induction checklist and replace with list of minimum requirements for content of this checklist.
  • Add that it is the responsibility of Head of Risk to develop and maintain the WHS Induction checklist.

The proposed changes are:

  • Add the WHS compliance requirements for engaging designers of structures or components of structures, including reference to Code of Practice for safe Design of Structures.
  • Add brief section regarding requirement to appoint a Principal Contractor for WHS for constructions over $250,000.
  • Delete appendix 3 – Example of 26.1 Contractor WHS Questionnaire.
  • Add that it is the responsibility of Head of Risk to develop and maintain the 26.1 Contractor WHS Questionnaire.

PRO27 Hazards and Issue Resolution

Current procedure: PRO27 Hazards and Issue Resolution

The proposed changes are:

  • Add the relevant steps from PRO21 WHS Action Plans.
  • Add the responsibilities for Head of Risk
  • Add the responsibilities of Site Managers of Scout properties (including wardens, Group Leaders, site managers: i.e. stake reasonable steps to:
    • identify hazards
    • resolve hazards before they become an issue
    • resolve reported issues with an appropriate level of priority
    • if issue can’t be resolved quickly, put in interim steps to reduce risk of injury until the issue can be resolved or escalated.
    • Make sure the fixes are adequate.
    • State Activity Centre employed managers must also maintain a WHS Action plan for the site.
  • Delete reference to Scoutsafe Advisors, Health and Safety Committee and Audit and Risk Committee in Appendix 1 – Flow Chart for Resolving WHS issues.

PRO30 Machinery and Equipment Safety

Current procedure: PRO30 Machinery and Equipment Safety

The proposed changes are:

  • Change name of document to ‘Managing the risk of plant”
  • Clarify that equipment that relies solely on manual power (eg knife or screwdriver) is out of scope.
  • Clarify that plant brought on site by members and other volunteers is in scope for this procedure.
  • Add chainsaws, lawn mowers and golf buggies as examples of plant.
  • Delete the list of hazard examples provided in Section 4 and simplify with a reference to Code of Practice for managing the risks of plant in the workplace.
  • Add a requirement to consider the safety of youth and adults including members of the public around plant eg
    • Try to operate ‘domestic retail’ plant such as mowers, chain saws at a time when youth are not present. Alternatively, take steps exclude people from the area.
    • Only operate ‘commercial’ and high risk plant such fork trucks, EWP, cranes and excavators in an excluded area.
