Strategic Plan 2019-22

Our Vision for a Bright Future

Scouts NSW has launched an ambitious four-year Strategic Plan, heralding a new, modern approach to Scouting across the State. Our 2019-2022 Strategic Plan will see us reimagine and rebuild Scouts across NSW, to enjoy membership growth, improve our sustainability and stability, and bring greater trust and satisfaction across our Scouting community. Our aim is to create sustainable growth, long into the future.

Our Strategic Plan has three key themes:

  1. Member Experience: creating memorable experiences and skills for life for our youth members,
  2. People and Culture: creating positivity about the future and a sense of belonging,
  3. Sustainability and Operations: making the business of Scouting smarter through greater accountability, trustworthiness and compliance.

About the Strategic Plan

In April 2018, a group of uniformed and non-uniformed members and supporters began the task of developing our new Strategic Plan. Following months of consultation and feedback, our Board endorsed the Scouts NSW Strategic Plan 2019-2022.

On 8 March, at NSW Government House Sydney and with guests from government, industry and the Scouting community, the Chief Scout of NSW, His Excellency General the Honourable David Hurley, Governor of New South Wales, officially launched the Plan. The following weekend, at Baden-Powell Activity Centre in Pennant Hills, close to 100 adults in Scouting came together for a closer look at the Plan and to workshop the highest priority elements that will positively impact the frontline of Scouting – our 461 Groups and Crews. The Plan will be implemented over four years, with governance and monitoring being undertaken throughout. The funding, as approved by the Board, will be on a year-by-year basis, and the Scouts executive team will actively pursue additional external funds throughout the next four years.

Strategic Initiatives

In developing the 2019-22 Strategic Plan, we focused on several critically important elements:

  • Preparing our people and our business for a strong future
  • Delivering our Youth Program
  • Facing up to the challenges of growth, retention and working smarter
  • Positively impacting our culture.

These elements are addressed within the Strategic Plan's 18 strategic initiatives, with each delivering a benefit to our Groups and Crews. These benefits include more youth members and adult leaders and supporters, expedited Leader training, more Youth Safe Advocates and Member Support Leaders, better property portfolio management and a more positive culture and greater member satisfaction.

Optimus Prime

Optimus Prime was a Board-approved program of change which ran from October 2017 to March 2019. The program aimed to make Scout Business Smarter, with all projects under Optimus Prime sharing a set of benefits to increase membership, customer satisfaction and revenue while reducing cost, administration and risk. Projects under Optimus Prime followed the approved project life cycle 'Conceive - Plan - Do - Review'.
